By default, the Web publish/sync waits for all users to be signed out of Web Center before it will begin (because it takes Web offline). If you need to force an immediate Web publish/sync:
1. On the Web server, navigate to C:\Program Files\Common Files\Fenetech Shared\Config\WC.config.
2. In the WC.config file, change ‘delay data sync until all users offline’ to 0 (instead of 1).
3. In IIS, restart the WC application pool.
